For anybody that may be using MDK 10.2, and wanting to make this work - the
problems are fixed.  Jake worked through finding that suexec was causing my
problems.  I have messed up so many things trying to fix this  - I am going
to wipe the server this weekend and start fresh.  Now that I know it can
work - I will make it work.  The install should be very clean this time.  I
am going to use scripts and use webmin and virtualmin.  This is definitely a
newbie install.  If all goes well and without hitches, I am going to
document it all - so the next newbie will have a starting place.  You have
all been very helpful - even the ones who complained about the read receipts
;-)  Ben King was a big help - and I say thank you, I am going to be using
parts of your script to do the install.  A big hats off and heartfelt thanks
to Jake and Erik, who have been more than helpful and spend countless hours
on this project.  Hopefully I can help them in the future.

chown apache:apache /usr/share/toaster/include/admin.inc.php

And now my admin-toaster page is good.  I still can't access  qmailadmin:

If you check the archives, there was a script posted to this list not long
ago that may give you the pointers you need on a Mandrake 10.2 install. 
After I posted that script I decided to move away from mandrake because it
was too volatile a distribution for a server at this time.  That company has
too many balls up in the air, not to mention how soon they had decided to
expire 10.2.  I have to say though, mandrake seems pretty good with hardware
detection.
