That is what I did when I migrated from Exchange to Qmail. I created individual PST files on each user's Outlook and had them download all their emails into the PST file. I also duplicated a copy of the PST and stored it in a backup server. Once running on Qmail, you could either set the users to continue downloading all their mails in to the same PST or have them download it into a new PST or use IMAP and let the mails reside on the Qmail server.
