That's not where it's trying to pull the file from, though. You may have
selected a mirror (and it looks like you only selected one) that has
gone down for some reason.
If you can get into CPAN at all (perl -MCPAN -e shell), then run this:
cpan>o conf init
And that should allow you to reconfigure your perl so you can select
different mirrors and such. If not, we'll try something else.
