Happy new year Jake, It should relay for any domain specified in the rcpthosts file if the primary mx is unreachable, then simply queue the mail until it can forward the mail on to its final destination.
The logs look ok because it is processing mail and bouncing stuff listed on rbls etc, but it just will not accept mail that it should relay.
