For FC4 try this command as root:

system-config-language

(if it is not installed, you can install with "yum install system-
config-language")

also, put that other setting in your .bash_profile file:

export LANG=en_US.UTF-8

You can also set any of the below items to en_US.UTF-8 in .bash_profile
