qmail: * Stopping qmail-smtpd. * Sending qmail-send SIGTERM and
restarting. * Restarting qmail-smtpd.
But the mail is not rejected. Anything else I should
restart, or do to enable badmailfrom?

/var/qmail/control/badmailfrom will be
your choice. This is to reject certain email address or
domains.
