Yes and no ...

You can do "per domain" options if you want with simscan.  You need to
recompile it with the proper options in the .configure section of the
SPEC file.  Here are the instructions for which configure options to use
for per domain scanning:

Using the per domain options, you can scan some domains and not others.

If you mean individual users, I don't know how to do that.
