I get an immediate response from my server. Not even a full second.

Perhaps you have a misconfiguration somewhere.

I run bind with a caching name server that points to my upstream dns
servers as forwarders, and set to forward only. It used to be only a
few seconds slower before, so I can't imagine what the cause of this
is on your server. How about a little more background:

Distribution/Architecture?
Log Output?
Does this happen on different sources or just to you?
Type 'time host ip' and paste the result

There is just not enough information here to figure out what is going
wrong with your original message.
