I'm assuming you gave the users "NOQUOTA" when you created them in QMail-Admin, but what did you set the quota up as when you created the domain itself? I think it's putting a 40M limit on your users, since you may have entered a 40M limit when you created the domain. I may be wrong, though. Doesn't hurt to check it out.
