I recalled rebuilding the vpopmail spec file, and sure enough the spec
file was still around.  I checked the file and I had :

./configure --prefix=%{vdir} \
        --enable-many-domains \
        --enable-learn-passwords \
        --enable-vpopuser=vpopmail \
        --enable-vpopgroup=vchkpw \
        --enable-libdir=%{mylibdir} \
        --disable-roaming-users \
        --enable-tcprules-prog=/usr/bin/tcprules \
        --enable-tcpserver-file=/etc/tcprules.d/tcp.smtp \
        --enable-make-seekable \
        --disable-clear-passwd \


So it looks like I disabled that in vpopmail, could it be done in
qmailadmin as well?  If I removed qmailadmin and rebuilt it with   
--disable-clear-passwd would I have to remove all of my packages and
start over?
I ask because that I cannot do.  My email server is running great
besides this minor qmailadmin issue.
