Qmail uses its own time algorithm separate of the system. It's why the logs
require tai64nlocal to parse the logs. Because of this, qmail will always
report -0000 instead of the local time zone.

I don't think this is a problem since the client takes care of displaying
the correct local time anyways, be it Squirrelmail, Thunderbird or any other
e-mail client.

In other words, this can't be changed. Hope tha tanswers your question.
