He asked how to disable it. I don’t tell
people what to do, I answer their questions, even though I don’t agree
with them.

rblsmtpd can identified domain or ip that its spamer.
This file here: /var/qmail/control/blacklist which contain: -r sbl.spamhaus.org or another mirror like spamcop.net, etc.
For spam detection, I ajust you to dont remove this file. OK :)

And either comment out the rows or remove them all together..
