This problem appears to have been cleared up by removing the account
in Outlook and then re-creating it from scratch. Thank you to those
who helped.

As i remember,

I could send via web but can not get emails via
Outlook Express.

Simply set Outlook as:

At "Tools" - "Accounts" - "Mail" window choose
"Properties" of the account, at "Servers" section
check "My server requiers authentication" and "OK".

Looking for your reply as "DONE", if God permits. If
still fails, get a brand new Outlook installation on a
PC and set a new account at first Outlook run, after
"Finish" try above again.

Good bye...
