I just saw your wiki...you need not comment out the line to skip rbl checks..That has nothing to do with SURBL. Also, you need not put the urirhssub entries in user_prefs.cf...These are already there in the /usr/share/spamassassin dir...
You also forgot to mention that URIDNSBL module has to be loaded. I have already posted regarding this on the list previously.
