after reading the documentation 5 more times....the lightbulb got lit.
attachment blocking enabled, per domain disabled--->customizations
should go in the ssattach file <not applicable on the toaster>
attachment blocking enabled, per domain enabled--->all customizations
should go in the simcontrol file.
