When/how was it broken?

Your best bet is to write a script that can parse user data from the
mysql db and mail each of the users. Sorry.

installed. It's included in the control-panel-toaster source rpm. I would
remove them both with nodeps, then rebuild and reinstall control-panel. That
should at least get you to the correct version. Note, if you have
send-emails-toaster-0.5-1.3.1.noarch.rpm still lying around somewhere, you
can simply use it to upgrade. I'd remove the existing one and install the
new one, just to be safe.
