Check your /var/log/qmail/send/current and /var/log/qmail/smtp/current logs for any errors with delivery.
As long as the server is visable as an MX host I don't think the lack of FQDN will affect it, but I can't say for certain on that. I had a similar problem, but it had to do with the server holding backup accounts, and of course delivering locally to itself. I'm using the toaster as an SMTP server on my network, and it has no problems accepting and delivering mail - I thought for certain this would work. I'm using the toaster as a maildrop, by the way - it has no FQDN. Could this be part of the issue?
