You could block 127.0.0.1 on port 143 (not sure if this will have any other repercussions though) , but why not just disable or put a .htaccess file on the webmail via apache?

Subject: [qmailtoaster] Problem disabling Web access for users

Hi all,
i've set the "Disable web access" options on all the users of my domain.
In the Mysql vpopmail database all the users have got the value "4" into pw_gid field.
But the server continue to accept the connection with squirrell webmail. Only if i disable the imap
access, the connection via web doesn't work but doesn't work the local imap connection too...
