It's for vqadmin and ezmlm.

Even if you don't install it, it's part of a the control-panel-toaster
package which installs administrative stuff. We put it in
control-panel-toaster, since it'd be more configuration files to deal
with to have separate config files when 1 config can do it all. If you
don't need it, comment it out.

The QmailToaster attempts to be a turnkey solution, and people who run
customized versions (IE not installing stuff, or adding stuff) will
need to modify config files as well.

The directory /usr/share/toaster/cgi-bin/ doesn't exist for me. Oh, I know...is 
it qadmin? I never installed that.

Also, not sure how this applied to other distros, but on RHEL 4 the usual place 
to put a httpd conf file is inside the /etc/httpd/conf.d/ directory. All files 
in there are loaded automatically, so adding a line to httpd.conf isn't 
necessary.
