Why don't you simply edit your /home/vpopmail/etc/vpopmail.mysql file to instruct that the MySQL database is NOT on localhost?

You're either going to use SMTP AUTH, or enable Roaming Users in vpopmail-toaster, which requires POP before SMTP authentication instead. And so, again, vpopmail needs to be able to still authenticate users against the vpopmail database in MySQL. In theory, you shouldn't need anything else but qmail-toaster (patched to use MySQL for user authentication), vpopmail and the hourly transfer of MySQL databases from one server to the other.
