And a very good one. I didn't realize that SA looks for all .cf files.

None the less, I've gotta go with Quinn on this one (nothing personal). The
.pre files contain comments as follows:
# This is the right place to customize your installation of SpamAssassin.
#
# This file was installed during the installation of SpamAssassin 3.1.2,
# and contains plugin loading commands for the new plugins added in that
# release.  It will not be overwritten during future SpamAssassin installs,
# so you can modify it to enable some disabled-by-default plugins below,
# if you so wish.

While I think that creating a local.pre file might be preferable, I also
think that the toaster should follow conventions used/allowed by the stock
SA package. I think this comment makes it clear that these files should be
'noreplace'.
