I've did some testing that can do the same job as empf can be done. as far as  
i know, empf is one of the plugin for QT previously,
but am not sure right now whether it has been taken out neither.

In fact, empf policy is a great tool to control users outbound emails, whether 
who can send external emails. However, to resolve my problem, I did it in a 
simple way without cracking my head again.

1) I added both domain name as rcpthost.
2) for users that are allowed to send external email, I will setup Outgoing 
Authentication for them, for those that are not allowed to send external 
emails, Outgoing Authentication will not be setup for them.
3) When users would like to send internally only, QT will liase with rcpthost 
file for the config. 
4) It does solved my problem.

While the patch as written may clash with other patches that are applied
with the toaster, I wouldn't necessarily call it "not compatible".

Present users, probably so. Potential users, I'm not so sure, particularly
ones of the corporate or governmental type.

This is undoubtedly true. How much of a pain, I'm not sure. If someone were
to write a patch providing this capability that didn't clash with other
toaster patches (could be applied after all the others), would you have a
problem with including it? Would that not be possible? I'd consider doing so
if someone wanted to pay me to do it.
