I am trying to avoid reinstalling all Toaster packages and would just like to reinstall Spamassassin. I want to do this because my Spamassassin memory footprint exploded after I upgraded SA using qtp-newmodel, leaving me next to no free RAM. Can I simply rpm -e --nodeps, then rpmbuild --rebuild, then rpm -Uvh?

That should work.
Update on this in case anybody's curious:
Reinstalled SA by hand and was still seeing 156MB spamd processes. So I am inclined to believe that installing/upgrading SA via qtp-newmodel was not part of the problem. So, I uninstalled SA again, and this time I also moved /etc/mail/spamassassin out of the way. Rebuilt and reinstalled SA, and memory footprint is down to 26MB per spamd process. 'Bout time! I'll go out on a limb and say the memory hog must have been the rules I had in /etc/mail/spamassassin. I had a few others besides RDJ I downloaded from somewhere else. Here is what ls -l showed in my /etc/mail/spamassassin dirctory before blowing it away:
