Just trying to help out.

If I understand these correctly then the tcp.smtp file can change between
toaster versions as well on different installs depending on what the
individual administrator decides to install.

If that is the case then would it maybe be to the administrators advantage
to backup his tcp.smtp and other "config" type files that would possibly be
changed when an upgrade happens in order to compare the old files with the
new.  In order to determine whether they should transfer their settings to
the new file or that they would be safe replacing the new file with the old.
In my case I am not sure if anything is different between my "old tcp.smtp
file and the one that was put in place by the upgrade.  I will have to
compare my old one to the new one.  It was easier for me to overwrite the
new tcp.smtp file with my backed up old one because of the number to relay
subnets I have in there.  

If any of that makes any sense it's been a long day the wireless internet
business is brutal.  LOL
