Conclution: Is it OK to use it for browsing and not to use it to make
ANY change with it (like new domains, new accounts, change existing
settings, change passwords)

Because while a lot of it is broken, it still allows new admins to
view their domains, user passwords, etc. easier than by the command
line. I still use it myself to retrieve password for people who forget
theirs while I'm traveling. I can login to vqadmin through my Treo and
give them their password. Much easier than getting my laptop out,
finding my EVDO card, connecting, SSH'ing into the server and then
retrieving it.
