You can compile simscan with quarantine support. This means messages won't
be reject, but quarantined.

Is there a way to retain copies of messages rejected due to high spam
score?  I've spent the last few hours googling for info on qmail,
spamassassin, or simscan configuration but haven't found a good
suggestion.
