Here's an entry from it - there are several IP ranges that use the server
and have entries exactly the same as this in tcp.smtp file:

x.x.x.:allow,RELAYCLIENT="",DKSIGN="/var/qmail/control/domainskeys/%/private
",RBLSMTPD="",NOPOFCHECK="1"
:allow,BADMIMETYPE="",BADLOADERTYPE="M",CHKUSER_RCPTLIMIT="50",CHKUSER_WRONG
RCPTLIMIT="10",QMAILQUEUE="/var/qmail/bin/simscan",DKSIGN="/var/qmail/contro
l/domainkeys/%/private",NOPOFCHECK="1"

This is the default entry for the tcp.smtp file, I haven't changed it from
the install only added the extra ip ranges I needed.
