Yes, your cpu is getting too hot.  The message means it is throttling to
reduce its power consumption, which also means it is running at reduced
performance.  You need to check the entire systems cooling system to ensure
all fans are spinning, heat sinks are seated properly, and thermal paste/pad
has been applied to the heat sink/cpu interface.

If this message recently started, it is likely that a fan went bad
somewhere.

If it started after you opened the systems and worked on it, you did not put
something together correctly (not intentionally of course)(check everything
in first paragraph).  Also, if it has done this from the system/application
start up, same thing applies although that could be your vendors fault if
you bought the complete system somewhere.

Good news it the cpu will throttle itself to prevent it from burning up -
most of the time there is no damage to the cpu.
