This was due to the /usr/share/spamassassin not being installed, as I noted here (German Molano had mentioned it first): http://www.mail-archive.com/[email protected]/msg18844.html
It should be noted that this was a bare install using the 1.3.15 version of spamassassin-toaster that I had cooked up, and still had a problem. I expect that 1.3.13 and 1.3.16 will be ok as described in the above referenced post.
