You are right, I update Bundle::CPAN from the CPAN shell, i am already
installed spamassassin, modyfing the .spec file and building it using
rpmbuild -bb and the .spec file as building parameter... but the question
is, what is the right procedure to not get into this mess? First fresh
install without updating Bundle::CPAN then qmt scripts?

Likely you updated CPAN. Not a good move. Check the list archives for
details. Look for MakeMaker. That's the culprit.
