You're probably not already using it. Some people have set up shared folders in Squirrelmail. You'd need to read the archives or search on the plugin for more info on that.
For examples on the maildrop package, see the mailfilter script in /etc/mail
I'm not a guru on maildrop, so you'll want to search the Internet on examples for what you're trying to do. You could just write a script that is run through cron that checked the user's inbox directory for the subject and if there is a match, copy it to the other user's inbox. That seems easiest to me.
