It was recommended that everyone use "1" as the spfbehavior since SPF is not widely adopted (and was circumvented within about 20 minutes of being invented) and the fact that if a message was dropped it was not logged anywhere. The logging issue should have been fixed a while back unless I missed something in the lists.
And your ~all setting will only cause a softfail which spfbehavior 3 will still allow. You would either need to adjust your SPF record to show -all or adjust your spfbehavior to 4 to block those messages.
