The issue appears to be that dir_control in MySql does not work.
I've added 260 accounts to the domain and it dropped them all in to
the directory in the domain.
vpopmail has access to the data base and all.

Normally you don't mess with the configuration of those packages. Can
you explain what you are trying to accomplish?
The behavior you're describing (if I'm reading it correctly) is the
normal behavior. It will create the user accounts under the domain
directory.
