Yes, perhaps. Personally, I don't have a need for quotas.
I'm a little surprised that service vendors (ISPs - you know who you
are) don't appear to be very concerned about fixing this. Perhaps that's
because their customers are mostly pop3 users.
I'd be happy to fix it if someone would sponsor the work.
