IMHO You should read Your logs, do the tests like ping. Maybe You do not
control outbound transmission. Do You have mrtg statistics of particular
protocols and client's transmission? Do You know what is the usage of
Your bandwidth? Maybe You should generate new firewall (fwbuilder can
help You) to check whats up.
