I figured it out. There was a forward that was causing the message below. This does not explain why it started looping to begin with. Luckily the account that started looping to begin with was relatively new and not much grief in deleting it and re creating it. This is where the forward was throwing me a curve. Jake was right on the mark.
At your suggestion I don't use VQAdmin to add or remove users. CLI It all appears to be back to normal.
