Ok, guys, thanks alot for the quick response.
I have added these lines into my whitelist_rdns and whitelist_senders. I
will have someone send from that domain tomorrow to be sure all is good.
I need to do this to another domain with similar issues.

It looks to me the actual client or host is sending this email
straight from the host.

You should have
mail.cityhs.net
in your whitelist_rdns file, provided that this is the host that's
sending to you. Their outbound mail might come from another server.
