The spamassassin rules are updated very infrequenetly. They feel that
static rules are not a priority and that Bayes should be used. This is
from their mailing list (forgot who posted it a couple years ago).
If you manually run sa-update you should see it contact their servers
for updates. As for how often they create updates, you would need to go
ask their lists.
