I think we need to back up a bit. Your first post was:
"how to configure smtp for net mobile?"
What are you trying to do? Submit email from a mobile device? If so, which device? Which carrier? I'm not aware of anything that needs to be done to a QMT server to accommodate these devices.

The 454 error is normal and appropriate, because you're not testing this
properly (you shouldn't enter the starttls command). See
