When you get to the "Main Menu" of the /qmailadmin web interface, click the
Mailing Lists link (about half-way down).

There you can add a "New Mailing List" (bottom). Then it gives you several
options for moderators and subscriber control.

Easiest way I know is to use the Webmailer administration
(http://mail.yourdomain.xxx/qmailadmin). Then go to the Mailing Lists and it
gives you several options for add/edit/delete of Moderators, Subscribers, etc.
