The environment variables you removed will stop incoming mail from being
processed by the RBLs located in /var/qmail/control/blacklists
OK but this file is empty anyway. Plus, I don't want to use RBLs, only
SURBLs but I don't know if I can separate them. I think so as they
don't do the same thing at all.
They are completely different. RBLs are checked at the initial smtp
connection, and SURBLs are checked during the spam scanning phase. So by
making the blacklists file empty, it was not checking at the initial
smtp connection anyway, unless you're checking elsewhere (such as in
spamdyke).
Can you provide an email header from a message that has passed through
the system with a scored URL in it?

The body was not there so I'll make the assumption that the test URL
that should be flagged was in there. It *did* receive a score, but we're
not getting the full rule list. Configure spamassassin to inject the
full headers (either always_add_headers or always_add_report IIRC), and
then restart spamd. Run the message through again, and we should be able
to see the full headers this time. AWL may be averaging your score down.
