You should try to comment/remove the following lines from
/var/qmail/supervise/smtp/run
#BLACKLIST=`cat /var/qmail/control/blacklists`
#$RBLSMTPD $BLACKLIST
and all should work fine.

This will be a DNS issue, or the RBL you are using has shut your access
down for usage reasons. Either way, it's still technically a DNS lookup
issue.
Remember that Spamhaus only allows something like 15,000 lookups a month
for their free service, which is why we recommend a caching nameserver
running on the local mail server.

Quite true.
Also, you might want to consider installing spamdyke, which will reject
a good amount of spam (based on rDNS misconfiguration) before even
checking blacklists.
BottomLine is that removing blacklist processing is not a very good
solution.
