Which client pgm are you testing with?

I'm guessing here, but perhaps the RELAYCLIENT parameter is bypassing authentication, thus the message isn't authenticated, thus it isn't scanned. IOW, RELAYCLIENT *might* bypass scanning regardless. That is not consistent with the fact that you say attachments are scanned. I'd try a test that doesn't have RELAYCLIENT set to be sure though.

You say attachments are scanned, but the message is not? What is it that leads you to that conclusion? I'm not getting a clear picture of what you're seeing.
