You could block IP ranges with iptables, but I don't really like that
method.
Spamdyke has a "reject-ip-in-cc-rdns" rule that might be helpful (see
http://www.spamdyke.org/documentation/README.html#RDNS).
Are you using spamdyke? If not, I'd recommend installing it, then see if
you still think you need to filter by country.
