you can try email policy
http://www.inter7.com/index.php?page=empf

this will give you option to control in / out mails.
this one might require to compile (if not available in patch)

OR
if you have dedicated dns server for qmail, enter local ip for
netnews.hinet.net. OR use iptables to deny delivery to netnews.hinet.net.
(hinet.net.        7913    IN    MX    10 netnews.hinet.net.)

this will fillup your queue, but atleast will save you from getting
blacklisted.
once in few hours you delete mails for hinet.net frm mailq, you can use
qmhandle




after all one of the client machine is sending spam mails, there should be
client ip in mail header. which you can trace & ask you client to block it.
