As far as I know, in spamassassin you can only list the languages you want to be blocked, not the ones you want to pass? So, I hope you did not provide inverted information? ;-)
Also, note that this feature like all others probably just adds points to the score, so if it does not add enough points to reach the threshold score, mail will still pass. In that case you would have to up the score associated with this filter.
