I can't verify this, as I don't use rblsmtpd. I use spamdyke instead, which is highly recommended. In order to install spamdyke, simply run the qtp-install-spamdyke script, which is part of the qmailtoaster-plus package. See http://qtp.qmailtoaster.com/trac/wiki/Features#qtp-install-spamdyke and associated links there.

If you simply want to run with no rbls, instead of emptying the blacklists file, you could alternatively remove "$RBLSMTPD $BLACKLISTS" from the last line in the /var/qmail/supervise/smtp/run file.

If you're experiencing slow delivery, please describe where the slowness occurs (inbound, outbound, local, remote, etc). Slowness can be a result of DNS resolver problems (verify DNS resolution is working properly) or a problem with the message queues (run queue_repair.py to fix).
