Let me see if I've got this straight. Simcontrol instigates a primary scan if it passes that then spamassassin scans it based on the hits number in the local.cf file?

spamassassin scans and scores a message. If the score is not less than the required_score value (specified in the local.cf file), then the message is marked as spam.
