Yes that is exactly it.

Just an FYI. You don't really need a password on server certs. Servers should boot up w/out needing someone to enter a password (imho, in most situations). If there's no pass phrase associated with the certificate, there's no need for "operator intervention". Do be sure that keys/certs with no pass phrase are properly secured though (chmod 600 with appropriate ownership).
