Yes, it is installed in the stock QMT. I'm not sure which version it was
first in. Do
# rpm -qi qmail-toaster
to check. It will be listed last if it's included in the version you have.
There is also an empty /var/qmail/control/policy file included, so I
suppose you could just look for that.
